To prepare and implement operating guidelines that will help maintain the quality and fairness of support and care activities for children who are at risk of problems and are in difficult situations.

It works to protect the rights and safety of children by creating cooperation and coordination platforms with institutions/organizations working around children.

 Providing support and care services by establishing and strengthening temporary institutions where children who have been subjected to illegal trafficking and labor exploitation for various reasons, who have been subjected to severe social crisis, can stay until they go to permanent services or are reunited with their families.

To manage the centers established to provide rehabilitation and development counseling services and make children benefit from them.Providing psychological counseling services to children who have moral problems and are in conflict with their families by establishing community-wide counseling service centers or centers at every level in the community.

In addition to creating favourable conditions for children to be able to raise their voices in an organized manner, it is important to understand the importance of children to act in an organized and coordinated manner instead of acting individually to protect their rights, and by organizing around their common goals, they are expected to ensure their participation and usefulness.

Therefore, by using the right to organize given to them by the Convention on Children's Rights and the Constitution, they can be organized to ensure their participation and benefit in the region, zone, special district; By establishing a forum for children in the city administration and district, and organizing children in the forum according to their needs, creating a comfortable environment for them to participate and benefit from the good governance that the country is carrying out, and for children to advise on their own and their environment, to know their rights and ask for their performance, and to have participation and influence in all important fields.                                                             Childcare


When female government employees return to work after giving birth, it is important to create a comfortable working environment where they can work while closely monitoring and taking care of their babies.

In order to enable female civil servants to use their full strength, energy, knowledge and time effectively in the field of work assigned to them due to their birth, and also to protect them from losing job security due to their responsibility to replace the generation, According to Article 36(1)(c) of the Federal Constitution, which stipulates that children have the right to receive the proper care they deserve from their parents, it is necessary to establish child care facilities in the areas where female government employees are able to fulfil their responsibilities. For them to grow up with support and care, According to Article 48(6) of Federal Public Employees Decree No. 1064/2010, which was revised, any government office must establish a nursery where female government employees can nurse and care for their children, so the childcare centres established should meet them.

In our country, women and children are among the vulnerable sections of the society who are vulnerable to various problems due to sexual violence. Despite the changes in the management of the rights and safety of women and children, violence against women and children is still widespread. Among the problems mentioned as the reason for this are the lack of coordination of the relevant government bodies and the lack of understanding of the society. Therefore, to make the services provided to women and children who have been sexually abused effective and efficient, the centre will provide them with medical services from the police, prosecutors, psychologists and health professionals in health facilities, and will work to strengthen, support and monitor this.

 In terms of preparing a convenient hearing for the victim children

• The cases of child victims and their witnesses will be given special attention

• Efforts are made to reduce the interference of other parties in the private life of children without violating the rights of the defendants

• Ensures the right of child victim witnesses to provide information in a language they understand

• Child victims and their witnesses will be made to testify in a special room where the accused is not present

• Makes children give their testimony within a certain time limit

• Makes a quick decision for the affected children before the time standard set for criminal cases

• Gives the necessary help/assistance to the victim children during the hearing process

• Affected children will receive continuous counselling services by social science experts

• Prevents children and defendants from meeting during the trial process

• Informs the public about educational child abuse decisions through print and media

• It fulfils the necessary materials in the legal protection and correctional centres for children

Regarding the preparation of a convenient hearing for children involved in criminal cases

• Courts ensure that children accused of criminal cases are treated in a manner that protects their interests in convenient hearings. 

• Children involved in criminal cases will be given free legal advice to prepare a defence

• Cases of children involved in criminal cases will be examined in an expedited manner in the presence of families, lawyers/guardians.

• It prevents discrimination in the case of children involved in criminal cases

• Children involved in criminal cases will be kept confidential and an independent interpreter will be assigned

• It will lead to an agreement based on reconciliation and compensation for the victims

• Awareness training is given to the community on the protection of children's rights in the morning before hearings in all courts.

Regarding support for children in difficult situations

• Monitoring disabled children by our social science experts and collecting information and punishing them if their rights are violated. 

• Monitoring street children, recommending them to join families and punishing criminals based on charges by our experts when their rights are violated.

• Financial and material support is collected and distributed to children who have lost their parents due to HIV, disabled and street children during holidays and school trainings.

• The project office under the court tries to increase the number of correctional centres and professionals every year to reach the affected children.

• Private lawyers are assigned to execute the cases of child victims in courts where there are no experts

• In courts where there are defence lawyers, their case will be assigned to reach a decision with their support
